A City Improvement District (CID) refers to a clearly defined geographical area, in which property owners contribute additional rates to fund supplementary services for that specific area as per a community supported Business Plan approved by Council. Typically, these would be services dealing with Urban Management issues like additional public safety measures, cleansing services, maintenance of infrastructure, environmental initiatives, social interventions, etc. The City is obligated to sustain existing service levels, therefore a CID delivers services in addition to what the City delivers. The City collects the additional rates in the same manner as other property rates imposed by Council. By pooling their resources in a CID, individual property owners can enjoy the collective benefits of a sustainable well-managed area, a shared sense of communal pride, improved safety, social responsibility and access to joint initiatives.

Process

Steps To Be followed

Urban Management Survey

The UMS tests the overall perception of residents and identifies the needs of the community. The results are used to inform the Business Plan.

Steering Committee compiles Business Plan

The Business Plan consists of a Motivation Report, Implementation Plan and 5 year Budget. The four main focus areas of the business plan is safety, environmental initiatives, maintenance/cleaning and social responsibility.

City approves Business Plan & calculates additional rate

The City will calculate the additional rate based on the approved 5 year Budget and this will be determined before the first public meeting.

1st Public Meeting to introduce Business Plan

The steering committee will present the Business Plan to the community.

30 days for community comments & input

Update Business Plan based on community comments and input

2nd Public Meeting to present final business plan

(If further material changes to be made to business plan)

The steering committee will present the revised Business Plan to the community.

30 days for community comments and input

Consent / Objection phase

If the Steering Committee can obtain more than 60% support for the Business Plan from the property owners they can submit an application to the City.

Julian is 32-year-old Chartered Accountant who has lived in the Sondal CID area for three years. He is an Audit Partner of a multinational audit and assurance group, and is the Founder and Managing Director of its Bellville branch which employs thirty-six Chartered Accountants. He has worked and lived in South Africa and in the Cayman Islands.

Julian holds multiple degrees, diplomas and certifications from the University of Stellenbosch, University of Cape Town, Cambridge University, and the London School of Economics. He has served on the executive and non-executive leadership on a number of non-profit organisations, and has been involved in the audits of several local and multinational non-profit companies that have the same legal form as the Sondal CID will have.

Julian initiated the project to rollout security cameras throughout Vygeboom, having donated the majority of the funds required for the project, and serves on the camera committee of Kendal Neighbourhood Watch. He is also donor to Greenpop, an environmental NPC, and Heartshine, an NPC that helps children who have lived through traumatic experiences.

Julian became involved in the steering committee after he'd witnessed the positive impact that the establishment of a CID had in the area where he previously lived, and he felt that his experience in finance, mercantile law, business management, corporate governance, and non-profit organisation experience of over a decade would add value to the operations and objectives of the steering committee.

Louise is a 38-year-old civil engineer who has lived in Sonstraal for 6 years. She is a professionally registered engineer who has worked in both private and public sector, and has a wealth of experience in infrastructure management and urban mobility.

Louise joined the steering committee as she believes she can bring valuable perspectives and skills to the team. She plans to be a resident of the area for many years to come and believes the CID will improve and maintain the overall safety, cleanliness and appearance of the area.

Jacques Nolte is a 46-year-old data analyst and property investment company owner. He has resided in the area since for the last 15 years with his family, including three children. Jacques became involved in community security after local crime spikes in 2012/2013. He co-initiated Sector G under the local Neighbourhood Watch in 2013 and has been actively involved in patrolling and camera projects.

Jacques, through his extensive involvement in the local Neighbourhood Watch and camera projects for over a decade, has recognized that relying solely on the national government or the efforts of a few residents for community safety is neither sustainable nor fair. He advocates for a community-driven approach, where secured funds enable the negotiation of contracts with service providers for dedicated patrolling and efficient maintenance of security infrastructure. Jacques believes that a CID structure is essential, as it ensures all residents contribute fairly and enables effective and sustainable community safety initiatives. This approach has proven successful across the Western Cape, leading to the creation of more CIDs.

Lourens van Dyk is 49-year old business owner. He grew up in Eversdal and has lived in Sonstraal for the last 6 years. He is a neighbourhood first responder and is actively involved in the Kendal Neighbourhood Watch camera initiative and community safety.

Lourens joined the CID Committee to contribute his expertise and add valuable insight and skills in furthering the security and camera rollout in the area.

Hein studied at the University of Stellenbosch and holds a degree in Marketing and Financial Management. He has worked in the UK, Australia and Namibia. He is currently the MD for the African entity of an international US based staffing solutions company. He has lived for 4 years in the Sondal CID area and has a passion for cost effective capital enhancements of an area. Hein often mows the grass around the Vygeboom dam and helps to keep the area clean and tidy.

Hein became involved with Sondal CID after witnessing the progress that the CID in Boston achieved in that area. Having served on multiple body corporates and Home Owners' Associations, he understands the importance of getting things done quickly and within the approved budget.

Ian is a retired professional with 40 years of experience in business leadership and 18 years in board leadership positions at Cape Town Tourism, the NGO "Teach the Future SA", and Wesgro. Ian has a post- graduate diploma in Future Studies, an Executive MBA from UCT Graduate School of Business, and is an experienced trainer and developer. He is currently the CEO of Rudder4Life, an NGO focussing on youth development. Ian has resided in Valmary Park for the last 23 years.

Ian joined the Sondal CID Steercom because he believes in the power of community-driven initiatives to enhance our neighbourhood's safety, cleanliness, and overall quality of life. He believes that establishing a residential CID is a proactive step towards creating a safer and more appealing environment for all residents, which can lead to increased property values and a stronger sense of community.

Rigardt is a 35-year-old Chartered Accountant who has lived in the Sondal CID area for three years. He is a financial manager for a manufacturing company that produces machinery for potato and onion farmers.

Rigardt has a passion for the Sondal CID area and enjoys spending time in the green spaces of the area with his children and hopes that his children will be able to enjoy these safely in the years to come.

Rigardt became involved in the Steering Committee after seeing the positive impact that the establishment of a CID had on the area where he previously lived and felt that his passion and experience would add value to the activities and objectives of the Steering Committee. He believes that establishing a residential CID is a proactive step towards creating a safer and more appealing environment for all residents, which can lead to increased property values and a stronger sense of community.
